Emergency Procedures Guide and Guidelines for Lenoir-Rhyne University

RESPONSIBILITIES

  1. PRESIDENT:

The President of Lenoir-Rhyne University or his/her designated alternate shall be responsible for the overall direction of the campus emergency operations.
  1. VICE PRESIDENTS, ADMINISTRATORS AND DEPARTMENT HEADS:

Every V.P., Administrator and Department Head may appoint specific persons as Building/Facility Coordinator for every activity under their control and has the following general responsibilities prior to and during any emergency:
  1. EMERGENCY PREPAREDNESS

    1. Building evacuation information shall be distributed to all employees with the follow-up discussions, on-the-job training or explanation as required.

    2. Time shall be allowed for training employees in emergency techniques such as fire extinguisher usage, first aid, CPR and building evacuation procedures.

  2. EMERGENCY SITUATIONS

    1. Inform all employees under their direction of the emergency condition.

    2. Evaluate the impact that the emergency has on their activity and take appropriate action.  This may include ceasing operations and initiating building evacuation.

  1. FACULTY AND SUPERVISORS:

Each faculty and staff supervisor has the responsibility to:

  1. Educate their students and/or employees concerning Lenoir-Rhyne University emergency Procedures as well as evacuation procedures for the building and/or activity.

  2. Inform their students and/or staff of an emergency and initiate emergency procedures as outlined in this guide.

  3. Evaluate, survey and estimate their assigned building, facility or activity in order to determine the impact a fire or earthquake could have on their facility.  Report all safety hazards. Work orders to reduce hazards and to minimize accidents should be promptly reported/submitted to the Maintenance Department.

  1. VICE PRESIDENT AND DEAN OF ACADEMIC AFFAIRS:

In addition to the responsibilities previously listed, the Vice President and Dean of Academic Affairs also has the responsibility for reciprocal and mutual aid agreements.  He/she is also responsible for the communications and coordination with supporting agencies from outside of the College.

  1. VICE PRESIDENT FOR ADMINISTRATION AND FINANCE:

The Vice President for Administration and Finance supports the efforts of the President by directing the activities of Physical Plant, Food Service, Procurement and all other units under his/her control.

  1. VICE PRESIDENT AND DEAN OF STUDENT AFFAIRS:

The Vice President and Dean of Student Affairs is responsible for Security, evacuation and safety of all students on the campus.  He/she is responsible for the dissemination of information to the students while maintaining information about the students throughout the emergency.  This information shall include the whereabouts and any injury that might have been sustained during the emergency situation.

  1. VICE PRESIDENT FOR INSTITUTIONAL ADVANCEMENT:

The Vice President for Institutional Advancement shall direct all public information during emergency conditions.  He/she will be responsible for the timely and accurate release of information to the media.  He/she will maintain a list of evacuees, survivors, relocatees, etc.

  1. SECURITY AND SAFETY:

The Department of Security and Safety will report to the Vice President and Dean of Student Affairs.  Further, the Department of Security and Safety will:

  1. Provide first notice and response in emergency situations.

  2. Contact the Task Force Leader when emergency conditions arise.

  3. Provide radio communications to the Task Force.

  4. Work closely with Physical Plant and draw from their manpower as needed.

  5. Provide security for campus property and personnel throughout the emergency.

  1. PHYSICAL PLANT:

The Director Physical Plant Operations will report to the Vice President for Administration and Finance.  The Physical Plant will:

  1. Lend manpower to the Department of Security and Safety as needed.

  2. Aid in securing and providing water and food service.

  3. Lock and check all buildings, control utilities to all buildings.

  1. RESIDENCE LIFE:

The Director of Residence Life will report to the Vice President and Dean of Student Affairs.  The Director of Residence Life will:

  1. Ensure that all resident students and staff personnel are notified of the existing emergency conditions.

  2. Properly train Resident Directors and Resident Assistants in Emergency Preparedness Procedures.

  3. Gather student information as required.

  4. Ensure that each resident student is aware of the Lenoir-Rhyne University Emergency Procedures Plan.

  5. Ensure that proper and up-to-date fire evacuation procedures are posted in each residence hall.

  6. Prepare a plan to address those responsibilities specifically.

  1. FOOD SERVICE:

The Director of Food Service shall be responsible to the Vice President for Administration and Finance.  When notified of the emergency he/she will:

  1. Ensure the security of water and food supplies.

  2. Prepare and distribute food and water as required.

  1. STUDENT HEALTH SERVICES

The Nurse, unless instructed to evacuate, will report to the Vice President and Dean of Student Affairs.  The Nurse will:

  1. Open the Student Health Services.

  2. Set up alternate clinics in locations as directed by the President of Lenoir-Rhyne University, or the Task Force Leader.

  3. Be prepared to treat all injuries of less than a critical nature which are the result of the existing emergency.  All other shall be referred to one of the local medical facilities.

  4. Advise the Vice President for Administration and Finance in problems of sanitation, water and food supplies.

  1. NURSING DEPARTMENT:

All members of the nursing faculty located on the campus at the time of the emergency will report to the Department Chairperson and stand by ready to assist with the operation of the Student Health Center.  The Nursing Department Chairperson will notify the President, or Task Force Leader of the number of nurses that are present and standing by.

  1. SPORTS MEDICINE DEPARTMENT:

All members of the Sports Medicine faculty located on campus at the time the emergency will report to the Director of Sports Medicine and stand by ready to assist with the operation of the Student Health Center.

  1. PROCUREMENT:

The Procurement Officer will report to the Vice President for Administration and Finance.  He/she will stand by and assist in the procurement of items necessary for the support of the emergency effort.
