Campus Security

Vehicle Registration & Parking

All students, faculty-staff and employees of Lenoir-Rhyne College and permanent employees of service contractors who operate or park a motor vehicle on the property of Lenoir-Rhyne College are required to register their vehicles with the Department of Security Services and properly display a valid parking decal.  The registration fee for all student motor vehicles is $40.00 for the first vehicle; the fee for vehicles registered subsequently to the same person during the same school year is $5.00 each.

Parking decals go on sale at the beginning of each school year (Fall Semester) and are valid through August 31 of the following year.  The expiration date is printed on each decal.

There are four types of decals:

The decal which displays a "C" is for commuting students and authorizes the operator to park in the areas reserved for commuting students assuming that a space is available.

The decal which displays an "R" is for students living in all campus housing except Conrad Hall or Fritz Hall.

The decal which displays an "F/C" is for students who live in either Conrad or Fritz Hall and authorizes the operator to park in the areas reserved for residents of Fritz or Conrad, assuming that a space is available.

The decal which displays a "P" is for faculty, staff and employees.  It is a permanent decal (no expiration date) and authorizes the operator to park in areas that are reserved for faculty and staff, assuming that a space is available.

ALL DECALS ARE TO BE AFFIXED TO THE INSIDE OF THE WINDSHIELD, IN THE LOWER RIGHT CORNER (PASSENGER'S SIDE).  A DECAL THAT IS LAYING ON THE DASH OR TAPED TO THE WINDSHIELD WILL NOT BE CONSIDERED VALID.

OPERATOR RESPONSIBILITY
It is the responsibility of the motor vehicle operator to find a legal parking space. The lack of a convenient space is not considered a valid excuse for the violation of any parking regulation. Rain or inclement weather will not alter any of the provisions of these regulations. Strict adherence to the traffic regulations must be observed by all members of the College community in order to be fair to all.

Due to circumstances beyond the control of Security Services, changes to Vehicle Registration and Parking regulations may occur without advance notice.  All changes will be reflected in revisions to the Vehicle Registration and Parking section of the Campus Security Home Page and will be indicated by pavement marking and/or changes in signage.

Any questions concerning vehicle registration and parking should be directed to Security Services.  Security Services is not responsible for any damages resulting from incorrect information received from persons other than Security Services personnel.

ENFORCEMENT
The Security officers of Lenoir-Rhyne College have been authorized to issue tickets to all vehicles that are in violation of the traffic rules and regulations of the College. The College further reserves the right to tow vehicles at the owners’ expense.

Vehicles issued valid LRC parking permits and parked on college property must be kept in operating condition at all times. Disabled vehicles will not be allowed to park on school property and will be subject to being towed off of the campus property at the discretion of LRC Security and at the expense of the owner.

When a ticket is issued, a copy is left on the vehicle. If for some reason this is not possible, a copy is mailed to the individual to whom the parking decal is registered. When a vehicle is towed from the property of Lenoir-Rhyne College, the individual involved and the Hickory City Police Department are notified as soon as possible.

All violations and fines are recorded on the vehicle registration record located in the Department of Security Services. Student tickets must be paid in order to receive final grades for the semester. Unpaid faculty/staff fines may be garnished from wages at the end of each semester. Tickets may be paid at the Security Office for 10 days from the ticket’s issue date. After that time, they must be paid in the Business Office in Lineberger Administration Building.

WHERE TO PARK
All vehicles parked on the property of Lenoir-Rhyne College (except for the unpaved areas designated for parking) must be in a marked space. No vehicles parked in these areas may extend into the next space, crosswalk or fire lane. 

No vehicles except for emergency, security, maintenance and service vehicles may park in Tow-Away zones or be driven or parked on the grass, service areas, driveways or sidewalks.

Vehicles are not authorized to park in a marked crosswalk, block a ramp for the handicapped, or park in front of a fire hydrant. Yellow curbs or lines and red curbs or lines indicate "No Parking" zones.

The Quad
All spaces in the Quad are reserved.  Students are not allowed to park in the Quad except to utilize Handicapped spaces.  A valid parking decal with a valid Handicapped permit is required.

College Drive
College Drive is a one-way street.  Westbound traffic only is permitted.

     Right Side (Fritz-Conrad Side)
     Spaces not marked as Reserved or Handicapped are for
     Fritz-Conrad residents during Fall/Spring semesters.  Vehicles
     parked in spaces reserved for Fritz-Conrad must display valid
     F/C parking decals.

     Left Side (Rhyne Building Side)
     Spaces not marked as Reserved or Handicapped are for
     faculty and staff vehicles with valid LRC decals from
     7:30am-8:00pm, Monday-Friday.

     Spaces from rear of Lineberger to Stop Sign
     Reserved for faculty and staff vehicles with valid LRC decals
     from 7:30am-5:00pm, Monday-Friday.

Minges Science Building Parking Lots

     Lot Nearest Minges Hall
     Reserved for faculty and staff vehicles with valid LRC decals
     from 7:30am-5:00pm, Monday-Friday.

     Lot Nearest 8th Street NE
     Reserved for commuter student vehicles from 7:30am-8:00pm,
     Monday-Friday.  During reserved times, vehicles must display
     valid C decals.

Library Rear Parking Lot
Reserved for faculty and staff vehicles with valid LRC decals.

West End of Fritz-Conrad Parking Lot (Small Parking Area)
Spaces are reserved for Maintenance, Housekeeping and Service Vehicles at all times.

6th Street NE at Koinonia and International Houses
Spaces not marked as Reserved, Visitor, or Handicapped are reserved for commuters with valid C decals.

Cromer Center Rear Parking Lot
Reserved for ARAMARK and Bookstore employees and service vehicles.  Valid LRC decal must be displayed.

McCrorie Lot (7th Ave & Stasavich Pl)
Reserved for Faculty-Staff (P Decal required) and visitors to admissions (spaces indicated by pavement markings).  Monday-Friday, 7:30 A.M. to 5:00 P.M.                                            

Living-Learning Center
Spaces not marked as Reserved or Handicapped are first-come-first serve for vehicles with valid LRC parking decals

6th Street NE Parking Lot (Beside Theta Xi House)
Parking is first-come, first-serve for vehicles with valid LRC decals.

7th Avenue NE Parking Lot
Spaces not marked as Reserved, Visitor, or Handicapped are first-come, first-serve for vehicles with valid LRC decals.

Stadium Parking Lot
Parking is for visitors and vehicles with valid LRC decals.

Fritz-Conrad Parking Lot
Reserved during Fall/Spring semesters for residents of Fritz-Conrad Residence Hall.  Vehicles must display valid F/C parking decals.

Morgan Hall Parking Lot
All spaces are reserved.  Morgan residents should park in the stadium parking lot.

Isenhour Parking Lots - Rear and Side Lots
Spaces not marked as Reserved are  first-come, first-serve for vehicles with valid LRC decals.

Price Village Parking Lot
Spaces not marked as Reserved are first-come, first-serve for vehicles with valid LRC decals.

VISITOR PARKING
Visitor parking is located in the 7th Avenue NE lot, the Stadium parking lot, and the 6th Street NE lot at the Koinonia and International Houses.

SCHEDULE OF FINES

Category I Violations

$50.00: Failure to register vehicle and/or failure to properly display decal.

$100.00: Parking in Handicapped Parking or blocking a Handicapped Ramp.

$100.00 Blocking a dumpster (Vehicle may be immediately towed).

$50.00 Parking in Fire Lane or blocking fire hydrant.

$100.00 Parking in spaces mark 24 Hour reserved.

Category II Violations

$30.00: All other violations; including parking in all reserved spaces (except 24 Hour reserved and Handicapped), parking in crosswalk, parking in commuter parking without a "C" decal, wrong way on a one way street and no parking zones.  Any vehicle not within lines in a paved parking area will be considered in a No Parking Zone unless the area is marked "Fire Lane," in which case the Category I fine of $50.00 will be charged.

All category II violations will be reduced by 50% if they are paid at the Security Office within 72 hours of the time they were issued.

Multiple Violations

If multiple violations are listed on the same traffic ticket, the fine charged will be that of the violation which carries the highest fine.

 

The person(s) in whose name the motor vehicle is registered with the Department of Security Services will be responsible for the payment of all fines incurred. Students, faculty, and staff are also responsible for all citations issued to vehicles registered in their names or the names of family even if the vehicles cited are not registered with the Department of Security Services.

A ticket believed to be invalid or unfair must be appealed and received in the Security Office within 10 days of the date it was issued. Please contact anyone from the Department of Security Services for an appeal form.
