Hazard Communication

Background and Scope

NC-OSHA has adopted the “Safety and Health Hazard Communication Standard” for work place chemicals and gases.  The basic provisions in the Standard require chemical manufacturers to evaluate the hazards presented by the chemicals they produce and to provide safaety information to employers who purchase the products.  Employers are required to maintain the information provided and establish an internal “hazard communication” program to insures that employees are informed of the hazards and the measures necessary to protect themselves from any harmful exposure which may result from using the chemicals.  This program applies to any chemical which is used by Lenoir-Rhyne College employees except as follows:

  • Wood products

  • Drugs or cosmetics for personal use

  • Consumer products subject to the Consumer Product Safety Act less than five gallons or 50 pounds so long as employee exposure is not greater than ordinary consumer use

  • Hazardous waste subject to Environmental Protection Agency regulations.

Responsibilities

The Director of Safety and Security is responsible for the overall management and coordination of the program.  Heads of departments using chemicals have responsibility:

  • To provide the Director of Safety and Security with information on existing chemicals used and purchased

  • To forward to the Director of Safety and Security any safety data sheets received

  • To assure that chemical containers are clearly labeled

  • To ensure employee attendance at chemical safety training sessions.

Hazardous Chemical List

A list of the hazardous chemicals used or stored in the work place is to be available to employees of each department.  When new chemicals are introduced the chemical list must be updated before the chemical is used in the work place.

Maintenance of Material Safety Data Sheets (MSDS)

Chemical manufacturers are required to provide MSDS for all chemicals sold to Lenoir-Rhyne College.  The MSDS provide essential safety and health information on the chemicals and must be maintained on file and made accessible to employees.  MSDS are maintained in the using department office.  MSDS may be reviewed by employees who use the chemicals.

Warning Labels

Chemical manufacturers must provide labels on chemical containers which provide the identity of the hazardous chemical(s), the appropriate hazard warnings and the name and address of the manufacturer.  These labels are to be maintained in legible condition at all times.

Employee Training

All employees who use chemicals are required to attend a Hazard Communication Training Program.  In laboratory departments each faculty member responsible for a laboratory unit is responsible for providing training for employees within their laboratory unit.  The using department will schedule and provide this program for staff departments.  Employees are required to attend only one program unless a new hazard is introduced into the work place, or the employee transfer into a unit where different chemical hazards exist.  In these cases updated training is required.  When new employees are hired training is to be done at the time of initial employment.  Hazardous chemical safety is to include at least the following information:

  • Interpreting information on labels and MSDS

  • Location of hazardous materials in the work place

  • Location and availability of MSDS

  • Acute and chronic effects of chemicals

  • Safe handling procedures

  • Personal protective equipment

  • Methods used to detect leaks and releases

  • Spill clean-up and emergency procedures.

Attendance records for each training session must be documented.

Non-routine Tasks and Outside Contractors

All jobs and projects involving hazardous chemicals that are being done for the first time shall be considered non-routine tasks. Contractors that bring hazardous chemicals onto campus must maintain a list of hazardous chemicals and MSDS to which the College has access. 

Maintenance Work Orders

When working near asbestos, employees must be careful not to disturb the material.  If completion of a work order would require disturbing what an employee thinks might be asbestos, the employee is to stop work and notify the Director of Physical Plant.

Prohibited Activities

The following work practices are prohibited:

  • Drilling holes in asbestos-containing materials sawing transit duct or slate roof

  • Hanging anything on a structure with the same

  • Sanding or buffing floor tile with buffers greater than 190 rpm using abrasive buffers

  • Using an ordinary vacuum, sweeping dust, etc., to clean up asbestos-containing materials

  • Removing ceiling tiles without following removal and disposal procedures.
