Campus Security Safety and Health Plan Operating a University Vehicle Purpose The purpose of this policy is to ensure that guidelines are followed when requesting and using a University vehicle, and that vehicles receive the necessary preventive and corrective maintenance and are in a safe operable condition. Safety Motor vehicle accidents are usually the result of driving too fast, failing to yield the right of way, driving in the wrong lane, making improper turns, and other unsafe acts or conditions. A perfect trip is not something that simply happens. The vehicle operator must make it happen. The vehicle operator must remain cognizant of safety at all times while operating the vehicle, with a special emphasis on the use of seatbelts. University Vehicles For the purposes of this policy, “University vehicles” are understood to mean vehicles owned, leased, or used by Lenoir-Rhyne University for University business. Insurance Automobile insurance follows ownership of the vehicle. A vehicle operator is covered under the owner’s policy if they have permission from the owner to use the vehicle. Procedure The person requesting use of a University vehicle should call the Maintenance Department at ext 7179 to determine the availability. Once availability has been confirmed the form “Request for Use of University Vehicle” must be completed and approved prior to use of any University vehicle. All drivers must be on the approved list, have a valid state driver’s license, and must have completed a defensive driving course recognized by the University. All passengers must wear seatbelts, and the operator of the vehicle must wear a seat belt at all times while driving. Anyone operating a University vehicle designed to carry more than 15 passengers including the driver must have a valid commercial license. All passengers must be traveling on University business. The operator of a University vehicle shall complete a pre-trip check of the vehicle prior to the start of the trip. The check list will be given to the operator at the time of pick up and turned in prior to departing on the trip. Accidents In the event of a traffic accident while operating a University vehicle, the operator or person in charge of the group is responsible for notifying the police and reporting the accident. He shall also notify the Vice President for Administration and Finance, and shall complete a traffic accident report including most complete information possible. The report shall be given to the Director of Safety and Security as soon as possible after the arrival at Lenoir-Rhyne University. Especial care shall be taken where personal injury is involved. Alcohol and Drugs No operator of a University vehicle shall consume alcohol or drugs of any kind or amounts while operating or prior to operating a University vehicle. The operator of the vehicle or the person in charge shall ensure that no alcoholic beverages or drugs are transported or consumed on or in the vehicle at any times during the trip. Training All vehicle operators must attend refresher courses in defensive driving, every two years for faculty and staff, and every year for students. Only qualified and properly licensed drivers are permitted to operate University vehicles Authority In order to maintain proper usage and operation of University vehicles, the Director of Physical Plant or the Director of Safety and Security will have the following authority:
