Inspection and Compliance Procedure

Inspection and  Reports

Inspections of physical facilities and their functions are conducted with the schedule listed in this procedure.  Each such inspection report records pertinent safety and health violation, non-compliance items, and observed deficiencies.  Reports of inspection are prepared by the Director of Safety and Security and his staff.  Administrators responsible for the facilities or functions being inspected are encouraged to participate in the inspection process.

Notification of Violations and Corrective Action

Observed violations of safety and health standards, deficiencies, and non-compliance items are reported in written inspection reports.  Notification of all such recorded violations are given to the person in charge of the facility or function being inspected, the local safety and health committee, and the Director of Physical Plan, to arrange and accomplish correction action.  The responsible person is to respond to the Director of Safety and Security, indicating corrective action accomplished regarding each reported violation.

Imminent Danger Action

In the event that any manipulation, process, action or condition is discovered which in the opinion of the inspecting officer constitutes an immediate threat to the life of an employee of the public, the inspecting officer may order the immediate cessation or modification of such manipulation, action, or condition.

Reports

The Director of Safety and Security and his staff shall make such periodic reports as required by the North Carolina Department of Labor.

Rights of Employees

Any employee of the College who has a direct personal involvement in the facilities being inspected is permitted and encouraged to participate in such inspections, including calling possible violations to the attention of the inspector.

Fire and Safety Inspection

The Department of Security Services inspects all campus buildings for fire and safety violations on a monthly basis.  Attached is a checklist used by the Department of Security Services during these inspections and a set of guidelines that explain the use of the checklist.

Physical Plant personnel conduct specific tests of fire alarm systems.  The Department of Security Services checks the pull stations, smoke detectors in the common areas of all buildings and control boxes for any signs of tampering or abuse.

Smoke detectors are inspected every 30 days to assure proper working condition.  The Associate Dean of Students is responsible for assuring that all residence hall smoke detectors are working properly prior to any student moving into the residence halls and every 30 days thereafter.  The Director of Conferences and Events is responsible for the proper working conditions of smoke detectors in the residence halls being used by that department during summer conferences.

The Associate Dean of Students and Director of Conferences and Events are responsible for forwarding documentation to the Department of Security Services every 30 days that such inspections have taken place and smoke detectors are properly working.

Fire alarm systems in the residence halls are fully tested on an annual basis by the Physical Plant.  The fire suppression systems in the kitchen located in the Cromer Center main dining hall are inspected twice yearly.  Records of these tests are located in the Physical Plant office.
